All systems go for LC science high school

Laoag City—With the Dept. of Science and Technology finally giving its approval, the dream of having a science high school in this city became a reality.

Laoag mayor Chevylle V. Fariñas personally made the announcement after DOST officials visited the city to firm up plans for the school.

Mrs. Fariñas added that the Department of the Environment and Natural Resources (DENR) through the Mines and Geosciences Bureau (MGB) already issued a certification approving the proposed school site.

The MGB is the primary government agency under the Department of Environment and Natural Resources (DENR) responsible for the conservation, management, development and proper use of the country’s mineral resources including those in reservations and lands of public domains.

Mrs. Fariñas stressed further that she sought the help and support funding of Rep. Rodolfo “Rudy” C. Fariñas (Ilocos Norte, 1st district) for the project. She added that they plan to put up “21st century classrooms”, or state-of-the-art rooms.

The mayor disclosed that estimated construction and school equipment funding is PHP110 million. The city government provided the lot as counterpart.

Current plans situate the planned school at Brgy. Vira in this city. The lot provided has an area of at least 3 hectares and specifically located near the by-pass road. The school design will follow the Philippine Science High School (PSHS) model.

The mayor added that PSHS will train prospective teachers.

Should all plans materialize, the Laoag science high school will be the second in the region. The first—and so far, only—science high school in the Ilocos region is in San Ildefonso, Ilocos Sur.

Mrs. Fariñas divulged further that majority of PSHS enrollees are Ilocanos, thus the plan to construct a science school in the city.

Reacting to this, Laoag City schools’ division superintendent Dr. Joel Lopez said that “this will not only be a school but will also become an attraction in the field of education wherein it will be included on the itineraries for Lakbay Aral visits to Laoag”.


Republic Act (RA) 3661, also known as the PSHS Charter established the Philippine Science High School (PSHS). Pres. Diosdado Macapagal signed this into a law in 1964. The charter mandates the PSHS to a secondary course with emphasis on subjects pertaining to service offered on a free scholarship basis with the end in view of preparing its students for a science career.

PIDS expert says income tax cuts justified; warns gov’t of revenue loss

Proposals to amend the personal income tax schedule appear to be well-justified. However, these proposals should include measures that will allow government to recover the revenue loss from lower income taxes. Dr. Rosario Manasan, senior research fellow of state think-tank Philippine Institute for Development Studies (PIDS), said at a seminar sponsored by the Philippine Senate, that government should look for new revenue measures to compensate for the projected revenue loss that will arise as a result of the implementation of any of the various proposals to restructure the personal income tax. Currently, there are several income tax reform proposals pending in both houses of Congress. All of them, according to Dr. Manasan, have the same objective of addressing the phenomenon of bracket creep, which results from “non-indexation to inflation of personal income tax brackets”.
