Ilocos Norte library to distribute magazines to schools, municipal libraries

The Provincial Library (Information Hub) of Ilocos Norte is set to distribute thousands of copies of popular magazines in different schools and municipal libraries in the province.

More than 40,000 issues of magazine donations were received by the Provincial I-hub from the Emerald Headway Distributors, Inc. through its “Support a Library Program.”

Librarian-in-charge Matilde Nery said the effort was an initiative of Ilocos Norte Governor ma. Imelda Josefa “Imee” R. Marcos, in cooperation with the said company.

“We received more than 40,000 copies of popular magazines including Reader’s Digest, People’s Asia, and StarTalk and many other entertainment magazines,” Nery said.

She added that they are planning to distribute the materials during the conduct of Capitol Express in every municipality.

The Provincial I-hub has been actively promoting the relevance of books and other reading materials as medium of learning hence the expansion of the library under Governor Marcos’ administration.

It has been transferred along the Sirib Mile, the university belt in Laoag City, to make materials more accessible to students.


The effort is also part of the provincial government’s goal of developing a conducive learning environment for the Ilocano youth.

PIDS expert says income tax cuts justified; warns gov’t of revenue loss

Proposals to amend the personal income tax schedule appear to be well-justified. However, these proposals should include measures that will allow government to recover the revenue loss from lower income taxes. Dr. Rosario Manasan, senior research fellow of state think-tank Philippine Institute for Development Studies (PIDS), said at a seminar sponsored by the Philippine Senate, that government should look for new revenue measures to compensate for the projected revenue loss that will arise as a result of the implementation of any of the various proposals to restructure the personal income tax. All of them, according to Dr. Manasan, have the same objective of addressing the phenomenon of bracket creep, which results from “non-indexation to inflation of personal income tax brackets”.
