Batac seeks permanent declaration of Charter Day holiday
Staff reporter
Batac
City—Officials here are seeking the
permanent declaration of their Charter Day as a special non-working holiday in
the city.
Batac mayor Albert D. Chua
said he has signed the resolution requesting Rep. Imelda R. Marcos (Ilocos
Norte, 2nd district) to file a bill at the House of Representatives
declaring June 23 as Batac’s Charter Day and as a non-working holiday in the
city.
The Sangguniang Panlungsod
here earlier unanimously approved the said resolution. Batac councilors
Bernardo K. Marders, Joel R. Garcia and Mary Coleen Columbia
L. Cajigal were the main sponsors of the resolution.
The sponsors said Batac
“deserves the declaration of its cityhood to be a non-working holiday for the
people of Batac to have the chance to witness and participate in all the
activities during the said celebration.”
In signing the resolution,
Mr. Chua said the city needs a permanent declaration of the non-working holiday
so everyone can join the celebration.
In the past years after its
conversion into a city, the sitting mayor had to request the Philippine
President yearly for the declaration of the celebration as a special
non-working holiday in this city. The request is always granted.
Batac became a city in 2007,
with then-mayor Jesus Nalupta Sr. the prime mover of its conversion. This year,
the city celebrated its 9th Charter Day.

What politics needs most
THE
immediate answer is to humanize and
Christianize it. Politics all over the world has been at the mercy of man’s
baser passions for so long that it now screams to high heavens for its humanization
and Christianization.

Politics ought to be pursued
always in charity. It cannot be any other way, since charity is the mother of
all virtues and good values. If we want justice, truth and fairness, charity
has them all. If we want competence, order, discipline, etc., again charity has
them. If we want objectivity, charity has it. And that’s because charity covers
all our needs.
Politics, as a human
necessity and as a free act of man, is definitely subject to the moral law, and
as such, should also have a proper spirituality to animate it. This is a truth
of our faith that should never be lost in our mind, and much less, in our
culture. The autonomy we enjoy in our politics is never to be taken to mean
that God has nothing to do with it.
Politics just cannot be left
to the raw forces of our human nature, which has the capability of detaching
itself from its creator and his law. It just cannot be subject to the law of
the jungle. Without God, politics would be left to our own ideologies,
historico-cultural conditions, our own personal hunches of how things ought to
be, etc.
The way politics is practiced
today, we need nothing less than a revolution, a drastic, radical conversion of
heart among our political leaders and the citizenry in general.
We need to redeem politics
from being a devil’s game and to recover its true lofty nature and character based
on our innate dignity as human persons created in the image and likeness of
God, and made children of his.
In many Church teachings, we
are reminded that while the technical formation of politicians does not enter
into the mission of the Church, the Church has the mission of giving “moral
judgment also on things that pertain to the political order, when this is
required by the fundament rights of the person and the salvation of souls…using
only those means that conform to the Gospel and the good of all, according to
the diversity of the times and situations” (Gaudium et Spes 76)
Commenting on this part of
the above-cited Church document, Pope Emeritus Benedict XVI once said:
“The Church concentrates
particularly on educating the disciples of Christ, so that, increasingly they
will be witnesses of his presence everywhere. It is up to the laity to show
concretely in personal and family life, in social, cultural and political life,
that the faith enables one to read reality in a new and profound way and to
transform it”
He batted for a unity of
life, a consistency in peoples’ behavior based on faith that would go together
with hope and charity. In fact, he added that “Christian hope extends the
limited horizon of man and points him to the true of loftiness of his being, to
God, and that charity in truth is the most effective force to change the
world.”
He also said that the “Gospel
is the guarantee of liberty and message of liberation; that the fundamental
principles of the Social Doctrine of the Church, such as the dignity of the
human person, subsidiarity and solidarity, are very timely and of value for the
promotion of new ways of development at the service of every man and of all
men.”
To translate all this
wonderful doctrine about politics into reality, we should realize that all of
us who are in different ways involved in politics should not avoid the cross, but
rather look for it and embrace it. We need to realize that the cross would
comprise the fullness of any political work, and indicate the authenticity of
one’s motives in politics.
Just as the cross is the
summit of Christ’s redemptive work, and also the life of every Christian
believer, the cross has to be the crown of this human affair we call politics.
It cannot be any other way.
Ilocos Norte eyes fish landing centers
By Leilanie G. Adriano
Staff reporter
LAOAG CITY—Fisher folks in
the coastal municipalities of Ilocos Norte will soon have fully operational
Community Fish Landing Centers (CFLC) courtesy of the Department of Agriculture
through the Bureau of Fisheries and Aquatic Resources (BFAR).
Pegged at P3 million per
CFLC, Arthur Valente, Fishery Regulatory Coordinator of the Provincial
Agriculture Office said the construction of fish landing sites in five of the
six municipalities here had already been completed while the remaining two are
almost done.
Meant to improve the
socio-economic conditions of fisher folk communities with high poverty
incidence, the recipient municipalities include the towns of Badoc, Paoay,
Pasuquin, Bangui, Burgos, Pagudpud, and Laoag City.
Upon completion, Mr. Valente
said these will be turned over to local government units and later on to fisher
folk cooperatives. The CFLCs will also house post-harvest equipment and tools
that will enable fishers to preserve the quality of their fish and fishery
products, which they could sell for a higher price.
Local consumers will also
benefit from the fish landing centers as they will have better access to safe
and quality fishery commodities.
The facilities will also be
opened as venues for skills trainings on disaster-resilient fisheries-based
livelihoods and resource management such as monitoring fish catch and stock
assessment.
Launched in early 2015, the
CFLCs are under BFAR’s umbrella program Targeted Actions to Reduce Poverty and
Generate Economic Transformation (TARGET). The establishment of more fish
landing sites nationwide is expected to reduce fisheries post-harvest spoilage.
Surprise drug test yields zero result for Piddig officials, employees
By Leilanie G. Adriano
Staff reporter
PIDDIG, Ilocos Norte—At least
120 municipal employees and elected officials of this town can be the first to
claim, they are clean and free from illegal drugs.
In a surprise mandatory drug
testing activity held at the municipal hall, newly-elected town mayor Georgina
Guillen said the result turned out all negative.
Led by Ms. Guillen, she
invited representatives of the Philippine National Police Scene of the Crime
Operatives (SOCO) Crime Laboratory and the Department of Health and ordered all
local government employees and officials here to undergo drug testing right
away.
“Our municipal mayor is doing
everything she can to make our town drug free. A number of drug pushers has
been arrested, some are in jail already and other cases are still undergoing
court proceedings,” said former town mayor Eduardo Guillen, now acting as
consultant to the mayor.
In Piddig, police reported
more than 20 drug users who surrendered while the local government unit here is
taking responsibility for their immediate rehabilitation and do away from
drugs.
“Police authorities has also
identified all of the alleged pushers in Piddig because the surrenders
identified their source of drugs. It is only matter of time now that we can
totally eradicate illegal drugs in our town,” said Mr. Guillen in support of
the Duterte administration to eradicate drugs the soonest possible time.
“We all share the same
concern about the problem of illegal drugs. Even the mighty United States is
not spared with this problem. But at least the whole country has been
experiencing unbelievable positive accomplishment in our fight against drug
addiction. Please help us by including our town in your prayers,” he added.
Workers at the municipal hall
were surprised as they were asked one by one to undergo drug testing.
“I know myself that I'm not a
drug user but in case positive ang
drug test ko magre-resign ako,” said Joel Madamba, a radio host at the municipal
government-run radio station at the Piddig municipal hall just after he gave
his urine sample to a DOH representative.

CA denies doctor’s bid to be reinstated to gov’t service
By Leilanie G. Adriano
Staff reporter
LAOAG CITY — A government
doctor dismissed from government service failed to persuade the Court of
Appeals that he should be reinstated after he was found guilty of leaving his
post ahead of his end of duty without any replacement.
In a two-page resolution
signed by CA Associate Justice Francisco P. Acosta promulgated on May 18, 2016
and later received by the Provincial Government of Ilocos Norte on June 3, the
petition of Dr. Baldomero C. Tapia Jr. versus the Ilocos Norte government has
been denied as it affirmed the October 9, 2012 decision of the Civil Service
Commission.
The appeal was meant to
lessen his offense for neglecting a patient at the Gov. Roque B. Ablan Memorial
Hospital (GRBASMH).
Like an earlier resolution of
the CSC, the CA favored the decision of the provincial government through a
recommendation of the hospital management council dismissing Mr. Tapia from
government service.
Though the petitioner
reiterated that his act of leaving prior to the end of his duty is only an
“undertime”, the CA underscored that such act was not a simple case of
“undertime” because he left his post ahead of his end of duty without
replacement.
“His argument that he
directed the nurse-on-duty to contact another doctor, Dr. Roger Braceros,
should there be emergency and his contention that he informed said doctor via
text message that he would be leaving early cannot be given weight by this
court,” said in the resolution as the other doctor whom Mr. Tapia requested was
on vacation leave at that time and he did not actually replace the petitioner.
As a result, Mr. Tapia, an
orthopedic specialist, can no longer hold any public office along with the
cancellation of his civil service eligibility, forfeiture of retirement
benefits and barred from taking civil service exams.
The complaint arose from a
2009 incident at the provincial hospital wherein a comatose patient was
admitted at the emergency room.
Relatives alleged that
doctors on duty were not at their respective posts during the crucial period
when their patient badly needed medical attention.

submission of tourist statistics arrivals to be submitted to the DOT.
Batac welcomes new jail warden
By Dominic B. dela Cruz
Staff reporter
Batac
City—A new old face.
This is the best way to
described newly appointed Batac jail warden J/Sr. Insp. Antonio Sapaden.
Mr. Sapaden earlier served as
acting jail officer in this city. He was also a former regional admin officer
and deputy jail warden in Laoag City.
He succeeds J/Sr. Insp. Jerry
Palalay who will retire in July.
Mr. Sapaden actually became
the full-pledged Batac city jail warden on May 16, 2016.
New female dorm and male dorm expansion
With the beginning of his reign, Mr. Sapaden said the jail
dormitories will be increased and expanded.
He is hopeful the new female
dormitory will be finished soon. The male dormitory expansion, on the other
hand, is still under construction.
The expansion, Mr. Sapaden
explained is due to the increasing number of inmates. As of this posting, the
Batac jail holds 190 inmates. Currently, the Batac jail complex has five cells
for male and two cells for females.
The Batac jail caters to the
towns of Badoc, Currimao, Pinili, Paoay and Batac.
Lack of water supply
MR. Sapaden also said they
are facing lack of water difficulties. Though this has been a perennial
problem, jail officials have yet to find the right solution.
He said they tried digging a
well but there was no water available. To solve the problem temporarily, the
jail van is being used to ferry water from outside sources.
He said they have already
sought the assistance of Ilocos Norte Governor Maria Imelda “Imee” R. Marcos to
help them with this problem.
He added that this problem is
known to the Bureau of Jail Management central office; however, no action has
been taken as of press time.
Use of cellphone
Mr. Sapaden also revealed that inmates here are allowed to
use the BJMP cellphone to contact their relatives, legal counsels and other
loved ones.
He explained that this is
their communication privilege. He however, stressed that the cellphone is used
under strict supervision by jail officials.
He also clarified that
inmates can only call following a strict schedule. Only one phone is available
for their use.

Laoag gov’t set to construct additional cells at City Jail
By Dominic B. dela Cruz
Staff reporter
Laoag
City—The city government here is set to
construct additional jail cells at the Laoag City Jail.
Congestion has long been a
problem at the said jail.
Jail/Sr. Insp. Herminigildo
Rivera said the city government has approved the construction of four
additional cells. One cell is already being constructed.
Mr. Rivera is hopeful the
additional cells would ease congestion problems at the jail. He explained that
one jail cell can contain 20-30 detainees.
He thanked reelected Laoag
mayor Chevylle V. FariƱas for her help.
Meanwhile, an inmate was
released recently through the good conduct time allowance (GCTA) program. The GCTA program lessens time served for
inmates.
Pursuant to Section 2 and 3
of Republic Act No. 10592 (An Act Amending Articles 29, 94, 97, 98 and 99 of
Act. No. 3815, as amended, otherwise known as the Revised Penal Code) and its
Implementing Rules and Regulations, subject prisoner, having exemplified
satisfactory behavior and demonstrated active involvement in various rehabilitation
programs, productive participation in authorized work activities and/or
accomplishment of exemplary deeds coupled with faithful obedience to all jail
rules and regulations, is entitled for the grant of Good Conduct Time Allowance
(GCTA).
The released inmate was
serving time for violation of Republic Act 10591, or illegal possession of
firearms. Through the GCTA, his sentenced was reduced. The release order of the
inmate, who requested anonymity, was signed by Regional Trial Court Branch 14 Judge
Francisco Quilala.
Currently, the Laoag jail has
a population of 218. Of the said number, 194 are males and 24 are females.
Most of the detainees and
inmates are facing drug-related cases, specifically, 157 of them. These are
followed by rape, homicide and murder cases.
In a related development, Mr.
Rivera also announced that former provincial legal consultant Atty. Jaime
Agtang and Melody Felipe have been transferred to the national penitentiary in
Metro Manila.
Earlier, their transfer to
the national penitentiary was delayed due to health reasons.
DOST eyes more rain gauges in Ilocos Norte’s river basins
Staff reporter
LAOAG CITY—The Department of
Science and Technology (DOST) plans to install additional automatic rain gauges
(ARGs) in Ilocos Norte’s major river basins.
ARGs collect rainfall data
which aids authorities to effectively decide during typhoon emergencies. The
additional ARGs would intensify data-collection around the province.
DOST-Batac director Jonathan
Viernes said2-in-1 automatic level system with rain gauge will be installed in
most parts of the second district of Ilocos Norte. These include the towns of
Solsona, Dingras, Batac, and Badoc; as well as the northern town of Bangui in
the province’s first district.
Automatic rain gauges have
already been installed in the towns of Carasi, Nueva Era and Pasuquin.
With the installation of more
rain gauges, Mr. Viernes said this will help in gathering accurate rainfall data
to assist the weather bureau in monitoring and forecasting.
Through the ARGs, the amount
of rainfall can be easily monitored and the occurrence of floods within a
six-hour span can be predicted. Flood prediction is essential in helping
low-lying communities to prepare during typhoon events.
He added that the equipment
and markers are now at the DOST office in Batac City ready for deployment.
“We hope to finish the
installation just in time for the rainy season or before President [Benigno
Simeon C.] Aquino’s term expires.
Life Cycle Assessment (LCA), a useful tool in coping with climate change
A
Japanese professor from Tohoku University
recommended the Life Cycle Assessment (LCA) tool to rice researchers in helping
farmers cope with climate change.
LCA, according to Professor
Masanori Sato, is a technique that enables industries to identify the resource
flows (water and energy inputs), and environmental impacts (GHG emissions)
associated with the provision of products and services.
Researchers and decision
makers will find LCA useful in giving concrete recommendations to farmers on
what alternative technologies, products, processes, or services that they can
use in climate change mitigation.
“Nowadays, industries like
farming use resources such as water and energy as inputs. The common
misconception is that we tend to focus on the first and last parts of the whole
farming system, without knowing that a large chunk of carbon dioxide and
greenhouse gas (GHG) emissions occur in the production stage. Using LCA as a
tool, we can evaluate the environmental effects of a product throughout its
life cycle, from cradle to grave,” Mr. Saito said during a lecture at
the Philippine Rice Research Institute (PhilRice), 17 Feb.
Aside from LCA’s
environmental benefits, Saito also mentioned how it contributed to the
improvement of rice production in Japan. His team discovered that most carbon
dioxide and GHG emissions occur in the middle of the production and drying
stage. Their rice industry responded by changing from a conventional tillage to
a reduced tillage system where CO2 and GHG emissions are relatively low.
“Using LCA is now a necessity
as it helps businesses and industries better understand the environmental
impacts of their practices. It aids in making informed decisions in process
improvement as they reduce production costs, while also mitigating adverse
impacts to the environment,” Mr. Saito added.
LCA can be a great tool for
decision makers to make sound recommendations for farmers to adapt or follow,
and to become resourceful and strategic in finding less GHG-emitting processes
to substitute their current conventional practices.
Meanwhile, Engr. Elmer
Bautista of PhilRice, also conducted a study on LCA titled, ‘Evaluation of
the energy input-output and greenhouse gas emissions of rice production systems
in the Philippines and possible mitigation technologies.’
“When you do LCA, you will
know each step in the rice production process. You can identify which step
produces the most emissions. From there, we plan our actions,” Mr. Bautista
said.
He also mentioned that LCA is
not widely used in the country because people are not informed about it.
Messrs. Saito and Bautista
encouraged more Filipino researchers to use LCA like what Japan and Australia
did to reduce the harmful gas emissions during production.
“Climate change is now
affecting all industries, not only in the agricultural sector. This is a call
for everyone to be responsible in their practices. Since climate change is
inevitable, the most we can do is not to contribute to its effects,” Mr. Saito
concluded. (PhilRice news)
DepEd: Historic SY 2016-17
By Dominic Dela Cruz
Staff reporter
Batac
City—Department of Education (DepEd)
regional director Dr. Alma Ruby C. Torio described schoolyear 2016-17 as
“historic.”
The current school year marks
the formal implementation of the senior high school program in the country.
Ms. Torio lauded the two
education heads in Laoag and Batac Cities for their active participation in the
implementation of the new education program.
She also expressed her
delight for the orderly and peaceful opening of classes on June 13 in the
province.
She explained that, based on
initial field reports, school children are excited to start the new school
year. She also pointed out the increase in the number of enrollees.
Senior high school kinks
MS. Torio however admitted
that some schools still do not have building for senior high school students.
Some tracks are also still being studied at the DepEd regional office. Laoag
City, for one, still needs additional teachers for senior high school.
To remedy the problems, she
said the Education department created Task Force Balik Eskwela and Oplan Balik
Eskwela Action Committee. The said groups tackle problems faced by public
schools. They also take suggestions to improve the education system.
In Batac, Ms. Torio said
education superintendent Vilma Eda offered one track or field of specialization
for every school offering the senior high school program. Ms. Torio said she
“appreciates this move very much.”
One secondary school here,
however, did not offer the senior high school program due to lack of space. To
correct this, the DepEd office built a standalone high schools within the areas
of Mariano Marcos Memorial School and Billoca Elementary School.
Batac offers all senior high
school tracks except for sports, and arts and design.
In Laoag City, acting
superintendent Joel Lopez said they still need to hire additional senior high
school teachers due to the unexpected increase in the number of enrollees.
Laoag schools offer all
senior high school tracks.

Piddig give free Wi-Fi access to locals, visitors
By Leilanie G. Adriano
Staff reporter
PIDDIG, Ilocos Norte—Visitors
and local residents here now have a free access to the internet following the
rollout of Wi-Fi zone here.
The Piddig government, in the
process, has become of the first local government units in Ilocos Norte to have
its own dedicated server that offers free and better connectivity to their
constituents and visitors.
The Wi-Fi zone is currently
limited to the Piddig plaza. Since last month, Piddig residents and visitors
are given free internet access at the area. Students do research work in the
said area while others connect to their family members abroad.
From the current 2 megabits
per second (Mbps) speed, Piddig officials say they plan to upgrade this to 5
Mbps. The faster speed would allow more users as well as to expand its Wi-Fi
coverage.
People
at the Piddig municipal hall can also access the free Wi-Fi.
The
Piddig government also plans to centralize the Wi-Fi operation to cut cost on
communications and internet expenses.
Residents here lauded this
initiative of the Piddig government. They said the project has brought them
closer to their families abroad; business people said it increased their
competitiveness; others said it gave them more opportunities to explore the
digital world through their own personal devices.
INEC holds AGMA in 3 sites
By Dominic B. dela Cruz
Staff reporter
Dingras, Ilocos Norte—The locos Norte Electric Cooperative
(INEC) conducted its 42nd Annual General Membership Assembly (AGMA)
meetings in three sites in Ilocos Norte—Batac City, Bacarra and Dingras.
The AGMA events were held May
22, 28 and June 4, respectively.
National Electrification
Administration (NEA) public affairs office department manager Dir. Judith T.
Alvarez served as guest of honor and speaker in Batac; NEA Legal Services V
Atty. Ricardo C. Orias Jr. in Bacarra; and NEA Deputy Administrator for Legal
Services Atty. Rossan SJ. Rosero-Lee in Dingras.
INEC general manager Felino
Herbert Agdigos said the AGMA aims to inform all member-consumers about INEC’s
accomplishments for the past year and to present plans and programs for the
coming year.
Mr. Agdigos announced that as
of May 2016, INEC has a total of 153,503 house connections with 141,891
member-consumers.
Aside from the Dingras main
office, INEC also has six sub-offices and eight sub-stations. INEC is also
among the highly rated electric cooperatives and a Mega Large AAA cooperative
in the country.
Earlier, INEC accomplished
energization of the whole Ilocos Norte following the power connection at Sitio
Bucarot in Adams, Ilocos Norte.
Mr. Agdigos also stressed
during the meetings that INEC also looks after the welfare of its
member-consumers. Among the INEC projects for them include pro-poor programs,
Brigada Eskwela program, and the burial assistance program.
Last year, INEC welcomed two
newly elected directors, Dr. Julito Catubay for District VI and Maria Teresa
Orcino for District II.
Meanwhile, INEC board
president Reynaldo M. Lazo said he always consider the member-consumers as the
“pillars and source of strength and security of INEC”.
He emphasized that the
member-consumers are INEC’s co-owners; as he also recognized their continued
participation in all of INEC’s programs and for paying their bills promptly.
Mr. Lazo also announced that
power rates in the province will be lower in 2019. The lower power rates are
supposedly due to a 20-year power supply agreement with Masinloc Power Partners
Co. The agreement was signed last year.
Laoag City gears for rainy season; clears drainage canals
By Dominic dela Cruz
Staff reporter
Laoag
City—As the rainy season officially starts,
the City Engineering and Community Affairs Offices here have stepped up efforts
to clear drainage canals around the city.
Acting City engineer Roy
Tomas said his office have begun clearing main drainage canals in the city.
During their operations, he
said drainage canals around the city are still being used as garbage dumps. He
stressed that this situation clogs canals, thus flooding occurs when strong
rains hit the city.
Mr. Tomas appealed to all
barangay officials in the city to help and cooperate with the clearing
operation to speed up the process.
Community affairs officer
Bernardino Rodillas said they have informed barangay chairpersons in the city
about the need for their help in clearing drainage canals.
Meanwhile, reelected Laoag
Mayor Chevylle V. FariƱas has also instructed the City Disaster Risk Reduction
and Management Council for the pre-disaster proposed budget.
She said the city government
needs to allocate funds before disasters hit so they can also find ways to
minimize and mitigate the disasters’ effects.
Ms. FariƱas stressed that as
of now, their best option is to clear and dredge drainage canals. Replacing
existing drainage canals around the city is not advisable, she added; they are
more expensive and would entail a lot of time to construct.

Cloud of death!
We
commend Mr. Faivo Bartolome of the Ilocos
Norte Sports Development Council (INSDC) for posting “No Smoking” signs inside
the Marcos Stadium. But there are some individuals who are seriously pushing
for the establishment of “Smoking Areas” in the stadium. To the INSDC: Please,
junk this move!
To ensure strict
implementation of the “No Smoking Policy”, there must be roving guards during
peak hours in the stadium. Per our observation, more people are using the
sports facilities in the said place from 5 P.M. to 8 P.M. During these hours,
“guard visibility” is needed to deter smokers from doing their thing.
Why do we hate smoking? Read
the following material from the American Lung Association.
There are approximately 600
ingredients in cigarettes. When burned, they create more than 7,000 chemicals.
At least 69 of these chemicals are known to cause cancer, and many are
poisonous.
Many of these chemicals are
found in consumer products, but these products have warning labels. While the
public is warned about the danger of the poisons in these products, there is no
such warning for the toxins in tobacco smoke.
Here are a few of the
chemicals in tobacco smoke: Acetone – found in nail polish remover; Acetic
Acid—an ingredient in hair dye; Ammonia—a common household cleaner;
Arsenic—used in rat poison; Benzene—found in rubber cement; Butane—used in
lighter fluid; Cadmium—active component in battery acid; Carbon
Monoxide—released in car exhaust fumes; Formaldehyde—embalming fluid;
Hexamine—found in barbeque lighter fluid; Lead—used in batteries;
Naphthalene—an ingredient in mothballs; Methanol—a main component in rocket
fuel; Nicotine—used as insecticide; Tar—material for paving road; and
Toluene—used in paint manufacturing;
Need we say more?
The American Lung Association
added that the smoking of tobacco products—including cigars and smokeless
tobacco—causes or worsens numerous diseases and conditions. Some products also
expose nearby non-smokers to toxic secondhand smoke.
Smoking is the leading cause
of preventable death in the U.S., causing almost half a million deaths per
year. While, secondhand smoke is a serious health hazard for people of all
ages, causing more than 41,000 deaths annually.
In Davao City, smoking is
prohibited in public conveyances, government-owned vehicles, accommodation and
entertainment establishments, workplaces, enclosed or partially enclosed public
places, public buildings and public outdoor spaces including cemetery, markets
and terminals.
People are not even allowed
to smoke in public gatherings such as concerts, rallies, parades and other
events. Aside from cigarettes, the smoking of any tobacco product,
e-cigarettes, shishas and the like in public places is also prohibited in Davao
City.
We hope that a similar law
will soon be strictly implemented nationwide.
Simply put, smoking kills the
smoker and the non-smoker. We really hope smokers quit their deadly vice. But
if they can’t or won’t, we pray that they spare non-smokers from their cloud of
death.
