Regional Development Council recognizes Ilocos Norte LGUs

SEVERAL local government units in Ilocos Norte were recognized and given awards during the recent State of the Region’s Development Conference (SORDC).

The SORDC, held April 20 in Bauang, La Union, showcased the Regional Development Council (RDC) Awards and Recognition Program.

RDC Vice Chairperson Nestor G. Rillon delivered the State of the Region Address as he thanked and congratulated all participants. He also highlighted last year’s programs.

In his address, he challenged all LGUs to embrace the development programs so they can do better. He also lauded the awardees and told them to continue doing their best in the future.

San Nicolas, Hall of Fame awardee
San Nicolas mayor Melanie Grace P. Valdez received the Champion and Hall of Fame Awards for LGU Best Practices. The San Nicolas government’s project “Catching Rain” was deemed best in the region.

The RDC recognizes LGUs for their exemplary performance and valuable contributions in promoting excellence and innovations in effective management of their projects.

Ms. Valdez also received the Best NGO-LGU Partnership 2015 for the Bawang Association, first runner-up; Cleanest, Safest and Greenest LGU 2015 Municipality A (1st to 3rd class Category), first runner-up; and a Certificate of Recognition as 2nd place for the Most Competitive in Government Efficiency 1st to 2nd Class Municipality.

In an exclusive interview for The Ilocos Times during the event, Ms. Valdez thanked everyone who kept on believing and supporting her administration. She stressed that without them, these awards and recognitions would not be possible.

She added that she offers all these awards to her fellow San Nicoleños for their continued support in her governance, best practices, environment and all the programs and projects of the municipality.

Laoag City, Best NGO-LGU Partnership
Laoag City bagged the Best NGO-LGU Partnership with the Government of Laoag Employees Development Cooperative (GLEDCO).

On hand to receive the award were, GLEDCO chairperson Enrico Aurelio, GLEDCO general manager Edgar Pascual and Laoag’s interior and local government officer Zenaida Colobong.

Aside from this, Laoag also garnered the top prize along with a Hall of Fame Award in the Cleanest, Safest and Greenest LGU component city category. Laoag bested Alaminos in Pangasinan and San Fernando in La Union, which finished second and third, respectively.

Laoag also took second place for the Best LGU Best Practices for their project “Experiential Learning Changing Lives Thru Farmers Class”; second runner-up for the Best LGU Coastal Resource Management (CRM) Implementer; and second place for the Most Competitive Component City in terms of Government Efficiency.

Ilocos Norte takes top plum
OTHER awardees from Ilocos Norte were led by Provincial Planning and Development Officer Engr. Pete Agcaoili who received the top award for Ilocos Norte for their project “Ilocos Norte: The Northern Digital Gateway”.

Ilocos Norte also took first runner-up honors for the Cleanest, Safest and Greenest LGU province category.

Paoay
PAOAY Mayor Dolores Clemente, meanwhile received the award for the Paoay Lake Champion and Hall of Fame Awardee for the Cleanest, Safest and Greenest Inland Body of Water under the Municipality C Category. Paoay triumphed over Sta. Maria in Pangasinan for the Sta. Maria-Agno River and Sto. Domingo in Ilocos Sur for the Sokok River.

Paoay also garnered first place in both Region I’s and the Philippines as the Most Competitive 3rd to 6th class municipality in terms of Government Efficiency. Santol in La Union and Cervantes in Ilocos Sur rounded up the top three.

Pagudpud
Pagudpud Mayor Marlon Sales and environment officer Jose Morata received the Champion in the Cleanest, Safest and Greenest Inland Body of Water Municipality B category award. The northern Ilocos Norte town bested Sta. Maria in Pangasinan and Santol in La Union.

Pagudpud also won as the Most Competitive 3rd to 6th class municipality in terms of Economic Dynamism. The town also took third place in the Most Competitive 3rd to 6th class municipalities in terms of Infrastructure.

Overall, Pagudpud placed first in the Most Competitive 3rd to 6th class municipality in terms of Economic Dynamism, Government Efficiency and Infrastructure. Paoay and Pasuquin placed second and third.

Other winners
Burgos Mayor Cresente Garcia received the Certificate of Appreciation for Burgos, Ilocos Norte as second runner-up in the Best LGU-Coastal Resource Management (CRM) Implementer under the municipality category0

This search recognizes LGUs in their initiatives along coastal resources management and develop the consciousness of the people in taking care of the coastal areas.

Piddig Mayor Eduardo “Eddie” G. Guillen received second runner-up award for the Best NGO-LGU Partnership for their Big Basi Multi-Purpose Cooperative.

PIDS expert says income tax cuts justified; warns gov’t of revenue loss

Proposals to amend the personal income tax schedule appear to be well-justified. However, these proposals should include measures that will allow government to recover the revenue loss from lower income taxes. Dr. Rosario Manasan, senior research fellow of state think-tank Philippine Institute for Development Studies (PIDS), said at a seminar sponsored by the Philippine Senate, that government should look for new revenue measures to compensate for the projected revenue loss that will arise as a result of the implementation of any of the various proposals to restructure the personal income tax. Currently, there are several income tax reform proposals pending in both houses of Congress. All of them, according to Dr. Manasan, have the same objective of addressing the phenomenon of bracket creep, which results from “non-indexation to inflation of personal income tax brackets”.
