The tradition of excellent innovation continues!

As it ignites the flame of its name as the lead division in ICT integration, the City Schools Division of Batac spearheaded the second ICT Congress held at Plaza Del Norte Hotel and Convention Center on March 12.

Aside from the teachers, administrators, and division personnel of CSDB, participants to the event were educators from the divisions of Ilocos Norte, Laoag City, and Candon City.

The congress was designed to offer a revitalizing experience to the attendees in terms of instruction, research, extension, and governance.

Opening program
The congress was kicked off by a message from Batac Schools Division Superintendent Vilma D. Eda wherein she presented the accomplishments of the division in terms of ICT utilization. She also pointed out CSDB’s next targets for a higher quest of innovation.

Mrs. Eda emphasized in her speech that the accomplishments of the division are due to the collaborative and unselfish efforts of the teachers, administrators, and other stakeholders in making things come to reality.

“There are a lot of people in the community who are very willing to help us and we just have to tell them that what we need now are ICT gadgets like over-head projectors, smart televisions, and other technological equipment which can be used in delivering timely and relevant education,” she said

Notable personalities during the congress were the officials of the City Government of Batac headed by Mayor Jeffrey Jubal C. Nalupta and Ilocos Norte Vice Governor Eugenio Angelo M. Barba who represented Ilocos Norte Governor Maria Imelda “Imee” R. Marcos.

“Everything in ICT Congress has improved as shown by the change of the event’s venue. I wonder where the third ICT congress shall happen” Mr. Nalupta stressed.

He emphasized in his message that he gives his full support to the movements taken by the division. He acknowledged the importance of making ICT as an important medium in improving the quality of instruction in schools.

“I will look ways and means to acquire more equipment for the City Schools Division of Batac,” he added.

Meanwhile, Mr. Barba also commended the realizations of the division’s vision. He challenged the educators to keep on providing the best for the youth.

Plenary session
Strengthening his dedication and devotion to help the City Schools Division of Batac, Dr. Miguel Q. Rapatan, DLSU’s Director of Academic Support for Instructional Services and Technology, has again inspired the attendees through his words.

In his talk, he highlighted the importance of making learning with technology effective and relevant to 21st century learners.

“The digital natives’ knowledge must be evidence-based. It’s not what on their minds. It’s what they create,” he reiterated.

Dr. Rapatan challenged the educators to give much emphasis on the development of global operating skill/s. This, according to him, is a thinking that a person lives in a global world.

“Integrating technology is a way of preparing for the extreme future of our children. This is our contribution as educators,” he accentuated.

It can be recalled that Dr. Rapatan has been a perennial speaker of the division in various seminars, workshops, and trainings which focus on ICT integration in classrooms.

Break-out sessions
During the break-out sessions, the participants listened to four resource speakers who are well-known in various fields. They were Joyce Orillosa, National University assistant professor; Aurelio Jonathan S. Pagatpatan, Ilocos Sur Polytechnic State College management information system director; Dr. Vitruvius John D. Barayuga, Ilocos Sur Polytechnic State College Director-Institute of Computing Studies; and Charles Maghirang, DepEd Central Office project development officer.

Another important feature of the session was the presentation of the division’s six best action researches. These were chosen by the Division Research Evaluation Committee and were post-evaluated by Dr. Rapatan.

“The action researches presented by the teachers are incredibly amazing. These are pieces of evidence that prove how far CSDB has gone,” a participant from the Division of Candon City disclosed.

Nine competent demonstration teachers who concentrate in various subject areas also showcased ICT-based teaching strategies which are used to facilitate effective teaching and better quality of learning by pupils.

“The use of ICT-based teaching strategies paves the way to ideal instruction because these aid teachers in their classroom discussions which consequently help learners easily absorb the information being delivered,” a demonstration teacher proudly affirmed.

Next steps
The congress has gained nods from the participants as manifested by their positive comments and impressions.

“The City Schools Division of Batac is a rare gem. I haven’t seen any division in the country like yours. City of Batac is truly a Home of Great Leaders,” Charles Maghirang exclaimed during the open forum.

To commend the incomparable effort exerted by the teacher-researchers, the division awarded the best action researches which utilize ICT in solving a certain problem in school settings. The studies of John Paul Viernes (CBNHS), Mary Joyce Austria, Honeylet Siazon and Joe Jayson Caletena (CBNHS), Mr. Jonarex L. Morella (HVMES) were the recipients of the coveted awards.

Moreover, three of the submitted learners’ outputs were also awarded as Best Learner’s Outputs (print and non-print category), Best Video-Mediated Lessons, and Best ICT-mediated Creative Outputs.

During the closing program, Mrs. Eda gave accolade to the people behind the success of the 2nd Division ICT Congress.

“The success of this congress is credited to those who offered a hand for the fulfillment of this endeavor. See you again next year for the third ICT Congress,” she unveiled.

“Maximizing the Impact: The Pivotal Role of ICT in the 21st Century Education,” was the theme of this year’s congress.
