PGIN honors Ilocano young achievers anew thru third Sirib Youth Awards

For bringing honor to the province and inspiring their fellow to harness their world-class talents and skills, 162 Ilocano youth were recognized through the Sirib Youth Awards 2016 organized by the Provincial Government of Ilocos Norte (PGIN).

Now on its third year, the event was held on February 13, 2016 at the Imelda Cultural Center in Batac City and part of Ilocos Norte’s 198th Foundation Anniversary.

Ilocos Norte Governor Maria Imelda “Imee” R. Marcos said that as Ilocos Norte gears up for its bicentennial anniversary on 2018, it is important to highlight the involvement of the Ilocano youth in achieving sustainable development.

Ilocos Norte Youth Office OIC June Arvin C. Gudoy said, “The Sirib Youth Awards aims to recognize young Ilocanos who brought prestige to the province through their participation in various national and international competitions.”

The awardees came from different fields including academics, leadership, sports, journalism, culture and arts.

They were led by international awardee Mhage Gerriahlouh Sebastian of Pasuquin, Ilocos Norte who won in the 16th ASEAN Age Group Chess Championship.

Special awards were also given to board exam topnotchers including Carlo Magno Vistro (Top 8 of Nursing Licensure Examination on June 2015), Dennis Pungtilan (Top 10 of Registered Master Electrician Licensure Examination on September 2015) and Danah Mae Arzadon (Top 6 of Nursing Licensure Exam on November 2015).

Along with certificates of recognition, medals and trophies, they received cash incentives from the provincial government. Coaches and advisers of winning participants were also recognized.

On behalf of her fellow awardees, Ms. Sebastian expressed her gratitude to Ms. Marcos for her continuous support to the Ilocano youth and for further inspiring them to pursue great achievements.

In her speech, Ms. Marcos said the awardees deserve to be recognized for upholding the province’s vision “Pasingkedan ti kinatan-ok ni Ilocano” (Uphold Ilocano greatness).

Int’l Ilocano athletes lead Sirib Youth Awardees for 2016

Batac CITY—ASEAN chess champion Mhage Sebastian and SEA Games Decathlon silver medalist Jesson Cid led the outstanding Ilocano youth awardees in the third Sirib Youth Awards held February 13, 2016.

Organized by the Ilocos Norte Youth Office (INYO), the event was held at the Imelda Cultural Center in Batac City and is part of Ilocos Norte’s 198th Foundation Anniversary.

INYO Officer-in-charge June Arvin C. Gudoy said, “The Sirib Youth Awards aims to recognize young Ilocanos who brought prestige to the province through their participation in various national and international competitions.”

Ms. Sebastian and Mr. Cid, together with International Regatta novice category second placer Kyle Lavarias, received the Teofilo Yldefonso Award for demonstrating excellence in the field of sports.

Teofilo Yldefonso, known as the ‘Ilocano Shark,’ is considered as the greatest swimmer of the Philippines and is the first and only Filipino Olympic multiple medalist.

Other awards are named after the great Ilocano heroes including Anastacia Giron Tupas, a native of Laoag City who is the Mother of Philippine Nursing; Juan Luna, a native of Badoc who is the first global Filipino painter; and Josefa Llanes Escoda, a native of Dingras who founded the Girls Scout of the Philippines.

Meanwhile, international group awardees were also honored including the Coro San Nicoleño for winning the fourth Vietnam International Choir Competition in the male choir category.

Keen in upholding Ilocano greatness among the youth, Ilocos Norte Governor Maria Imelda “Imee” R. Marcos believes that the Sirib Youth Awards will motivate and inspire more Ilocano youth to harness their potentials towards the province’s fast-track development and transformation.

Comelec appoints new Laoag City election officer

Laoag City—This city has new election officer.

The Commission on Elections (Comelec) appointed Atty. Julius Harvey Balbas as Laoag’s new elections officer. He assumed office on February 1, 2016.

Mr. Balbas, upon assuming the office, said he applied for the post not only for the forthcoming elections. He stressed that he will serve until the Comelec orders him to a new assignment.

Prior to this designation, Mr. Balbas served as tax and corporate law practitioner in Manila.

He said is he confident that election in Laoag will be smooth, peaceful and orderly. This is because the incumbent mayor and vice mayor are running unopposed while there are only 18 candidates vying for the council.

He said that with the help of the Laoag police the local Education office and the local tri-media, the elections in the city will be smooth.

As for the May elections, Mr. Balbas said his office is ready. He disclosed that a seminar for elections officers in the country was held in Manila on February 8-11. The seminar is in preparation for the national general elections.

A training for election personnel in Ilocos Norte is also scheduled in March.

He said he has coordinated with the City Schools Division. This is in line with teachers who will serve in the elections. He said Dr. Cecilia P. Aribuabo, head of the division, mentioned that the teachers are ready.

Mr. Balbas also has coordinated with the police to assist them before, during and after the elections.

Meanwhile, two precincts will be available for the Laoag City Jail. Mr. Balbas said this would give the detainees the opportunity to vote. With the additional precincts, Laoag will have a total of 130 precincts.


As for the total registered voters, Laoag has 73,351 voters who registered their biometrics. At least 7,000, however, have been disenfranchised for their failure to register their biometrics.

OWWA provides assistance to 21 nurses, medical workers from Kuwait

TWENTY-one overseas Filipino workers (OFW) nurses, assistant nurses, and medical workers from Kuwait are the initial beneficiaries of the Department of Labor and Employment (DOLE)-led Assist WELL Program whose primary objective is to extend immediate assistance to returning OFWs who are displaced due to war or other distressful situations or economic problems in countries where they work, or are victims of calamities, epidemics, and labor problems. Assist WELL is acronym for Welfare, Employment, Legal and Livelihood program for returning OFWs. The 21 Filipino migrant workers are the first recipients of the program when it was launched last week at the Philippine Overseas Employment Administration (POEA) building in Ortigas, Pasig City.

The returning female OFWs were met by OWWA at the NAIA in coordination with the Philippine Overseas Labor Office (POLO) in Kuwait.

According to OWWA Administrator Rebecca J. Calzado, who met the female OFWs when they were brought to OWWA Center in Pasay City, the remaining eight OFWs who have no relatives in Manila will be temporarily accommodated at the OWWA Halfway Home, before proceeding to their respective provinces. Out of the eight OFWs, five are from Mindanao, while the rest are from the Visayas and Luzon.

The affected workers narrated about their work experience and the reason why they opted to be repatriated. One of the nurses disclosed that instead of working in a hospital, they were forced to work in different homes as caregivers depending on the need or call of their foreign recruitment agency (FRA). Their situation, the OFWs added, was aggravated when they were paid only for hours worked which is a violation of their contract. More so, common quarters provided by their FRA served as their accommodation.

Under the Assist WELL program, affected workers will be provided temporary shelter. A one-stop-shop processing center will be established to attend to the immediate needs of OFWs upon their return to the country. The processing centers will institutionalize the availment of various assistance provided by DOLE and its attached agencies to OFWs. The agencies involved are OWWA, Philippine Overseas Employment Administration (POEA), and the National Reintegration Center for OFWs (NRCO).


Aside from temporary shelter, the OFWs will also be offered legal assistance, transportation fare, as well as OWWA’s “Balik-Pinas, Balik-Hanapbuhay” livelihood assistance program. Returning workers may also be referred by the participating government agencies for local employment, or in another country of their choice. Other Assist WELL Centers are located in selected DOLE and OWWA Regional offices nationwide. (OWWA)

Resurgence in global wood production

Production of all major forest products exceeds levels seen prior to economic crisis

Rome—Global production of all major wood products is showing its largest growth since the global economic downturn of 2008-2009, according to new data published by the Food and Agriculture Organization (FAO).

In 2014, growth in wood products, including industrial roundwood, sawnwood, wood-based panels and pulp and paper, ranged from 1 to 5 percent, surpassing the pre-recession levels of 2007. The fastest growth was registered in Asia-Pacific and Latin America and Caribbean.

"Wood industries were among the hardest hit by the recent global economic downturn in 2008-2009. We are seeing now the highest growth of the global wood industries in the last five years, which is important to national economies and the wellbeing and livelihoods of millions of forest-dependant people worldwide," said Thais Linhares-Juvenal, head of the FAO's Forest Economics and Statistics Team.

FAO publishes the Statistical Yearbook of Forest Products on annual basis. It aims to provide countries with information and tools to assess the contribution of the forest products industry to global and national economies and sustainable development, and to improve their forest management and forestry policies.

Wood pellet production sets new record
Production of wood pellets, which are used as fuel, set a new record in 2014, growing by 16 percent over the previous year to reach 26 million tonnes, mainly driven by increasing consumption in Europe. Europe and North America accounted for almost all global production (60 percent and 33 percent respectively). Europe registered by far the largest consumption (78 percent) followed by the US (12 percent). Trade in pellets from Northern America to Europe (mainly the UK) increased by 25 percent in 2014 from previous year.

Production and consumption of wood pellets in Asia more than doubled in 2014 versus the previous year. South Korea has emerged as the fourth largest wood pellet importer after the United Kingdom, Denmark and Italy, helping drive up wood pellets production in many countries in the region, especially Vietnam, China, and Thailand.

Wood pellets have been used by European and other countries, including South Korea and Japan, to meet their renewable energy goals. The demand for wood pellets as a green energy source has increased significantly since 2008 and is expected to grow as more and more countries commit to mitigation actions on climate change.  

Surge in production of wood-based panels and sawnwood 
Production and consumption of wood-based panels and sawnwood continues to grow strongly in all regions as well. Global production of panels and sawnwood increased by 5 percent and 4 percent respectively. Wood-based panels was the product category that saw the fastest growth in production, due to the rapid and consistent growth in the Asia-Pacific region (mainly China which accounts for 49 percent of global production). Overall, production surged by 62 percent in the Asia-Pacific during 2010-2014 while it grew modestly by 9 percent in other regions over the same period.

Paper markets resume growth in China   
Production of paper stagnated in Europe and declined in North America in 2014, but grew modestly in Africa, Latin America and Asia-Pacific.

After a slight decline in paper production in China in 2013, paper production and consumption resumed growth there last year, driving the overall growth trend in the Asia-Pacific.

South America emerging as new big player in global wood pulp market
South America has gradually emerged as the world's leading exporter of wood pulp with new pulp mills being built in Brazil, Chile and Uruguay. Last year the region accounted for 30 percent of global wood pulp exports. In 2014, Brazil overtook Canada for the first time as the world's fourth largest country in fibre furnish production - wastepaper, other fibre pulp and wood pulp used to manufacture paper - after the United States, China and Japan.
