Ombudsman suspends Laoag City brgy chair, treasurer

Laoag City - The Office of the Ombudsman has suspended Barangay 30 (Suyo, Laoag City) punong barangay Dominic Melecio M. Toledo and barangay treasurer Marinell Galang for “Simple Misconduct”.

The said barangay officials were meted the penalty of suspension for the period of three months without pay and one day pursuant to Section 10, Rule III, Administrative Order No. 07, as amended by Administrative Order No. 17, in relation to Section 25 of RA No. 6770.

While Christian Adina, the barangay secretary was also guilty of violation of Section 5(a) of RA 6713 and meted the penalty of “Reprimand” with a stern warning that a repetition of the same shall be dealt with more severely.

It was learned that Cesario Gabriel of the same barangay earlier filed a case against the barangay chairperson, all members of the barangay council, including the barangay secretary and treasurer for “Grave Misconduct” and violation of Section 5(a) of RA No. 6713.

However, the charges against the barangay kagawads and barangay secretary were dismissed for lack of substantial evidence.

The Dept. of Interior and Local Government secretary was directed to implement the decision immediately upon receipt as ordered by Graft and Investigation and Prosecution Officer I Allan John S. Atienza of the Office of the Ombudsman.

Relative to this, DILG acting provincial director Roger Daquioag appointed first kagawad Jeffreson Palting on May 20 as acting punong barangay while the Mr. Toledo serves his suspension.

Mr. Palting was also instructed to appoint with the concurrence of the Sangguniang Barangay a temporary barangay treasurer due to the suspension of Ms. Galang.

The situation however took a different spin when Mr. Palting resigned as barangay kagawad. His resignation was approved by Laoag Mayor Chevylle V. Fariñas.

With this development, Laoag DILG officer Aleli Tunac said the resignation automatically elevates the second barangay kagawad to the first kagawad and thus would become acting barangay chair. The second kagawad is Wilfredo Agcaoili.

As for the vacancy in the barangay council, Ms. Tunac said it would be up to the barangay council if they would appoint someone to fill it.

To do this, Ms. Tunac said an endorsement letter should be submitted to the Laoag mayor, who in turn will appoint the chosen person.
