Batac 2015 budget proposal submitted late

Batac City—It was business as usual.

Batac Vice Mayor and Sangguniang Panlungsod presiding officer Ronald Allan M. Nalupta confirmed that his office just received the proposed annual budget for the city of Batac on February 12, 2015.

Mr. Nalupta disclosed that the late submission of the proposed annual budget to his office is no longer new as this was already being done in the past.

However, he stressed that the local finance committee and the city’s executive department should revisit the Local Government Code which states that proposed budget for the coming year must be submitted on or before October 16 to the local sangguinian.

He then added that the proposed budget is calendared for first reading in their next regular session and would be referred to the committee in charge.

He also said that there was no reason given to him for the late submission and the budget discussion will the proper time to ask those concerned.

The proposed budget for 2015 totals P407,689,319.80 from last year’s budget of P350,452,807.56 , or an increase of around P57 million.

Relative to this, the vice mayor required the local finance committee to put attachments on the program of works on projects which are stated in the proposed budget as their basis for its approval.

Mr. Nalupta said that all the heads of offices will defend their respective proposed budgets especially on their income following expenses.

At present, Batac is currently using the 2014 budget mostly for personnel services.

The proposed budget total took into account the increase in the city’s internal revenue allotment share. Batac’s IRA share is projected to increase by P37 million this year for a total of P310 million. Last year, Batac’s IRA share was P273 million.

The local finance committee also projected an increase from total income to P311 million this year, up from P274 million last year. The total income-general fund is also estimated to be P368 million this year from last year’s P319 million.

A report also showed an estimated increase in the city’s economic enterprise income by P1.4 million for this year. The increase is expected to come mostly from the city’s public market and slaughterhouse.
