DISPOSITIVE PORTION OF THE ORDER DATED JANUARY 30, 2012
          WHEREFORE, IN VIEW OF ALL THE FOREGOING DISQUISITIONS, judgment is hereby rendered:
a)    Declaring the subject property as part of the conjugal partnership property of the herein petitioner and the respondent wife;
b)   Declaring and adjucating that the husband has absolute and undisputable right to one half (½) portion of said subject property in the event of the dissolution of the marriage between them by the grant of the decree of divorce by the State of Hawaii, Family Court, Third Circuit; and
c)    Ordering the public respondent Registrar of Deeds to serve due notice to herein petitioner before registering any deed or other instrument purporting to convey the above-described parcel of land in favor of a third person so as not to nullify paragraphs (a) and (b) above-stated.
Correspondingly, let the dispositive portion of this decision be reflected in the title of the subject property (TCT No. T-18480) in the office of the public respondent Registrar of Deeds of Laoag City as an encumbrance therein and as an adverse notice to persons dealing with the subject property.
The prayer in paragraph ( c ) of the petition is hereby denied and could not be granted by the Court as no court officer is impleaded as a party respondent and it would premature at this point in time to order a court officer to sell the above-described parcel of land to a buyer who could offer the highest price and to divide the proceeds equally between petitioner and private respondent as there is no actual legal dissolution yet of the marriage and of the partnership of gains of the hereinabove-named spouses.
SO ORDERED.

PIDS expert says income tax cuts justified; warns gov’t of revenue loss

Proposals to amend the personal income tax schedule appear to be well-justified. However, these proposals should include measures that will allow government to recover the revenue loss from lower income taxes. Dr. Rosario Manasan, senior research fellow of state think-tank Philippine Institute for Development Studies (PIDS), said at a seminar sponsored by the Philippine Senate, that government should look for new revenue measures to compensate for the projected revenue loss that will arise as a result of the implementation of any of the various proposals to restructure the personal income tax. Currently, there are several income tax reform proposals pending in both houses of Congress. All of them, according to Dr. Manasan, have the same objective of addressing the phenomenon of bracket creep, which results from “non-indexation to inflation of personal income tax brackets”.
