Burgos holds first Pul-oy festival

Burgos, Ilocos Norte—The cool breeze of February is a season to be merry in this emerging tourist destination of Ilocos Norte, gifted with natural wonders, warm people and soon-to-be home of more than 100 wind turbines that is presently undergoing construction along the sprawling 600 hectares covering at least three barangays here.

In view of this, the first Pul-oy Festival was held on February 25-28 as a thanksgiving for God’s abundant blessings, turning Burgos town into a vibrant, self-reliant and progressive municipality.

“Pul-oy” is an Ilokano word which means “breeze”, a gentle breeze which is characterized by the town’s climate induced by the northwest monsoon during the months of September to February of every year.

“From here, agricultural and exotic products such as garlic, dragon fruit, gamet (black seaweed), and tabtaba, which the municipality is known for, grow in abundance as a consequence of the aforementioned climate that is cool refreshing wind,” said Burgos Mayor Crescente Garcia  following a press conference for the launching of the first Pul-oy festival.

After participating in religious services in all churches here on Feb. 26, local residents along with government and non-government organizations including private investors and local councils and associations converged in front of the Burgos Agro-Industrial School connecting to the municipal auditorium for a short opening program, followed by a matinee show and Mutya ng Karunungan Coronation Program and Ball in the evening.

On Feb. 27, a fun run dubbed as “Sagip Buhay” commenced at the Kapurpurawan road entrance and a duathlon or marathon-bike race in front of the municipal hall.

On the same day, a medical and dental mission and bloodletting activity followed including kite flying competition, pre-pageant for Miss Burgos 2014 and concert and fashion show featuring “D’ Fruities and Kakaboys and many more.

The three-day festival featured a floral and dance parade, “sala ti pul-oy” (folk dance competition), “Burgos got talent” and wreath laying ceremony in honor of Fr. Jose A. Burgos, the martyred priest whom the town got its name. 


The first Pul-oy Festival ended with the coronation of Miss Burgos 2014 on to represent the town in the Search for Miss Ilocos Norte on May.

PIDS expert says income tax cuts justified; warns gov’t of revenue loss

Proposals to amend the personal income tax schedule appear to be well-justified. However, these proposals should include measures that will allow government to recover the revenue loss from lower income taxes. Dr. Rosario Manasan, senior research fellow of state think-tank Philippine Institute for Development Studies (PIDS), said at a seminar sponsored by the Philippine Senate, that government should look for new revenue measures to compensate for the projected revenue loss that will arise as a result of the implementation of any of the various proposals to restructure the personal income tax. Currently, there are several income tax reform proposals pending in both houses of Congress. All of them, according to Dr. Manasan, have the same objective of addressing the phenomenon of bracket creep, which results from “non-indexation to inflation of personal income tax brackets”.
