SN wins 3 national awards in just 2 months

San Nicolas, Ilocos Norte—Former San Nicolas Mayor—now Vice Mayor—Dr. Alfredo P. Valdez Jr. was recently chosen as one of first ever Region I awardees in the 15th National Sandugo for Outstanding Local Government Executives (LGEs) in the awarding ceremonies held at the Heritage Hotel in Pasay City on September 25, 2013.

The vice mayor however was then out of the country along with San Nicolas mayor Melanie Grace Valdez. In their place, San Nicolas councilor Aladine Santos, who was acting mayor at the time received the award.

The National Sandugo Awards for Local Government Executives is an initiative of the Department of Health to recognize LGEs that give their full support to the National Voluntary Blood Services Program (NVBSP).

The awards aim to motivate governors, mayors and barangay chairpersons to spearhead and personally be involved and committed to the NVBSP.  

In winning the award, Valdez showed his outstanding support, commitment and active involvement in the implementation of NVBSP from January 1, 2012 to December 31, 2012.  

Only two awardees were from Region I; Valdez Norte and Tagudin (Ilocos Sur) Mayor Roque S. Verzosa Jr. This also marked the first time that officials from Region I won the award.            

Owing to the growing number of awardees every year, the NVBSP decided to hold the awarding ceremonies in three island groups: Luzon on September 25, Visayas on September 12 and Mindanao on September 20.

Criteria of the award include personal involvement and commitment in the implementation of NVBSP; provision of resources in the implementation of NVBSP in his/her area;

Being instrumental for the high percentage of voluntary blood donors relative to the total population of the nominee’s area of jurisdiction and the administrative issuance/s in support of NVBSP within the last three years.

Santos was very thankful and privileged considering that it was he who received the national Sandugo Award for the former mayor.

Kabalikat Awards
The municipality of San Nicolas was also adjudged as one of the 2013 National Kabalikat Awardee municipal level by the Technical Skills and Development Authority (TESDA).
The award is in support of the municipality’s goal towards the upliftment of the socio-economic status of its constituents.

This town promoted the implementation of programs and projects that honed the technical and entrepreneurial skills of its constituents and facilitated their local employment.

Record shows that over 500 persons were trained and 165 persons were assessed under their auspices. And about 165 persons were assisted in their efforts to secure either wage or self-employment.

The Idols ng TESDA Award and Kabalikat Award awarding ceremony was held August 23, 2013 at the TESDA Central Office in Taguig City with TESDA chief Joel Villanueva serving as the guest of honor and speaker.

Outstanding farmer
On top of the two awards, Emerson B. Tabios of Barangay 22, San Guillermo in this municipality was also selected as the Regional and National Outstanding Young Farmer during the Gawad Saka Search for Outstanding Agricultural Achievers for the year 2012-2013.

Eufemio Barayuga Jr. of the same barangay was also chosen as the Regional Outstanding Rice Farmer Category.

The regional awarding will be held on October 8, 2013 at the Nueva Segovia Consortium of Cooperatives in Caoayan, Ilocos Sur while the national awarding will be conducted on October 16, 2013 in Manila.

New mayor proud
The lady mayor upon her arrival also expressed her happiness for these national awards, with special mention to the vice mayor because all these awards were still the fruits of his administration and leadership.   

Ms Valdez promised to continue all the programs started by the former mayor, most especially the bloodletting program as it helped those who were in need of blood.

In view of this, the mayor encourages all the barangays to participate or conduct their respective barangay bloodletting activities. Some barangays in this municipality have already started their own programs.

She also lauded Tabios’ dedication to farming knowing that his fellow farmers were inspired by him. Farmers from other municipalities visit him to learn more about farming.

PIDS expert says income tax cuts justified; warns gov’t of revenue loss

Proposals to amend the personal income tax schedule appear to be well-justified. However, these proposals should include measures that will allow government to recover the revenue loss from lower income taxes. Dr. Rosario Manasan, senior research fellow of state think-tank Philippine Institute for Development Studies (PIDS), said at a seminar sponsored by the Philippine Senate, that government should look for new revenue measures to compensate for the projected revenue loss that will arise as a result of the implementation of any of the various proposals to restructure the personal income tax. Currently, there are several income tax reform proposals pending in both houses of Congress. All of them, according to Dr. Manasan, have the same objective of addressing the phenomenon of bracket creep, which results from “non-indexation to inflation of personal income tax brackets”.
